It’s Official, The Hopkinton Police Department Sucks

From today’s Providence Journal (see the Projo for the whole article, I’ve just taken excerpts from it):

 Police have ticket ‘target’ in Hopkinton

If you drive through Hopkinton, keep this in mind: The officers you see are each required to write 20 traffic tickets per month, “more or less,” under a new Police Department policy.

Excuses, like being busy doing something else, or having taken vacation days, “are not acceptable,” Lt. Daniel C. Baruti said in a March 3 internal e-mail that spells out the policy.

The point of a police department is to enforce laws, not generate revenue for the town coffers.  But instead of cutting the Town budget and reining in spending, we’re trying to bilk the public out of more cash.  I guess we need to make sure the Municipal Court pays for itself!

The e-mail says, in bold, italic type, “Do not forward this e-mail.”

Clearly, the HPD is also stupid because if you put anything in an email, it will end up becoming public knowledge.  And the juicier it is, the more likely it will end up in the papers.

Baruti, Police Chief John S. Scuncio and Town Manager William A. DiLibero acknowledged Hopkinton’s policy after The Journal obtained a copy of the e-mail.

However, they denied that it amounts to a ticket quota. Instead, the lieutenant described the numerical goal as a “target.” He said he was surprised that the term “quota” has popped up. “I didn’t even think of the word ‘quota’ ” until a sergeant brought it up, he said.

A rose by any other name is still a rose.  So is a duck…

Baruti and the other local officials said that the policy is a management tool intended to make the police more productive. Although it has drawn some criticism, Baruti said, the policy is legal and that they have no intention of abandoning it.

Making up crimes and giving out unnecessary tickets is not an indicator of productivity.  Making up crimes to charge people with is criminal.

Baruti’s e-mail said that the department’s “production level” has fallen and that the town manager and some members of the Town Council “are very dissatisfied with our numbers.” He said he thinks a decline in the department’s ticket production reflects a lack of motivation.

Uh, duh.  We have too many goddamn cops and there is not enough to do.  It appears to me that the HPD is trying to justify their existence when in fact, there is very little justification for having 16 officers on the HPD.

The e-mail also looks ahead, saying, “The plan is to focus on traffic tickets to start. We will look at arrests and incidents later.” Baruti said that doesn’t mean setting targets for arrests.

Well that’s good!  I would hate to have the police show up to arrest me because they needed to arrest SOMEONE!

Baruti said it isn’t aimed at individual officers. DiLibero said, similarly, that he and some council members were concerned about a “lack of activity” by the police in general.

Once again, because there is nothing for them to do.

Scuncio, on the other hand, said the policy is aimed at a single officer who does practically no work. One example of his lack of effort, the chief said, is that month after month, the officer writes no tickets at all. The chief said the officer’s inactivity “really creates problems” because new officers “see this guy doing nothing.” He didn’t identify the officer, saying he didn’t want to single the officer out.

And this is not grounds for dismissal?  But then again, when the police chief is actually a member of the police union, things tend to a get a little “cozy”.

Chief Scuncio said the new policy hasn’t had the desired effect. “He still hasn’t written any tickets,” the chief said. “Nothing’s changed.”

And so you continue to promulgate the policy?  That’s pretty dumb, don’t you agree?

He said he’s reluctant to try to discipline the officer because of the difficulty under the legal and contractual protections provided to Rhode Island police.

Perhaps the Town should more aggressively negotiate police contracts in the future?  To prevent this from happening?  

Capt. David A. Ricciarelli, assistant director of the Rhode Island Municipal Police Academy, said he knows of no similar policy in other departments. He gave several reasons why ticket quotas should be avoided. They are “publicly distasteful,” he said, and give the public a negative impression when the police depend on the public’s help to enforce the law.

Well, I guess Hopkinton is just special that way.

“A quota policy can only generate disrespect for, and cynicism about, law enforcement,” Brown [the RI ACLU Executive Director] said , and it suggests that “police enforcement is more about making money” than enforcing the law.

That’s OK Mr. Brown, we don’t have much respect for the HPD anyway.  This just gives us another reason to consider cutting their budget.

    Officers are tired of be abused/used by scuncio sending them after the people he hates. False arrests /AG dropping cases left and right.This is there way of saying no more. A vote of no confidence against Scuncio will come by his men ,their rolling over on him. The end is close. The lawsuits will show full blow corruption. Scuncio continued his deposition ,he doesn’t want to be questioned nor answer. Scuncio’s targeting Officer David Whewell he’s the first to sue Scuncio .Three more on the way.
    We knew when Scuncio endorsed Municipal court stating he would make $158,000 for it was true. Unfortunate the citizens who pay his salary and LT Daniel Baruti’s law education yes now he’s an Atty with his beautiful office in Wakefield . What betrayals upon the residents.
    A fellow was driving his sister to surgery in Westerly this past wk. He has been a paraplegic for the past 20 yrs. Well he was in Ashaway by Horton’s,Hoptown Pizza where Chief/cops hang out and two cops jumped out from along side the road pulling him over. They looked through his windows ,must of seen wheel chair and adapters on wheel enabling him to drive. He told them he was doing too well and sis to hosp. They gave him a ticket driving 5 miles over speed limit. Plus his sis didn’t have her belt on. Well yes $100-plus ticket ! There it is remember if they ticket up to 10 mi over they can keep case in town municipal court over that it goes to Wakefield.
    I told him take it to court and have ACLU with him.

    If ones child is on their policy and they get a ticket parents policy goes up $200- another ticket they can lose their policy.

    I wish to Thank You , ProJo & their Bruce Landis and WPRI ch 12 TV Walt Buteau for covering this important matter. Transparency !
    Many areas in town have a speed limit sign 35 mph then it goes town to 25 in a matter of yards. That’s where they hang out getting you as your slowing down.
    While watching Mr Buteau in Hopkinton with cameras I heard him say Town Mgr wouldn’t come out and respond ! Not surprised ! The citizens voiced their outrage !
    Maybe we can get camcorders and place them on dash and protect ourselves but also catch Chief Scuncio, L Dan Baruti speeding etc.
    Then give footage to Projo and WPRI .
    Plus issue them a citizens citation.

    traffic study ?where is it or why has one not been done !!
    speed in Hopkinton 25 in a lot of place’s, average speed 40 or so !!
    I have been going thru ashaway by the church by Crandall field in traffic going 40 passing a cop with radar parked at Crandall field .this is normal speed so it’s ok???? I don’t know who’s getting these tickets but it’s just not right !!! you got go 50 ?? be young blonde ?? maybe playing you radio loudly you must have drugs let me search you car !! when you deal with hopkinton police you have no!! rights !! why do you think they don’t have police cams ? cams don’t lie !!!!!!!
    I have no problem with a 25 speed limit.but it must be enforced otherwise it just creating a very unsafe road.I go 35 or try too. I get so many people pissed it me for it,I don’t need any more frustrations in my life!!! specially when your trying to obey the law !!
    Hopkinton police force should be elmated .give the new police station to the state police .town saves 2 million plus !! and still will have police coverage very quickly.if there is a need.police do not stop crime they solve it .if their’s no crime what’s the point of having 2 millions dollars worth ??

    Anyone with even a basic knowledge of police administration knows this is B.S. If the chief has an “Unproductive” officers, he can get rid of him. If the Capt. is DUMB ENOUGH to put something like this in writing (The e-mail) he should be the next one to be fired.
    There was a similar case in Lone Jack Missouri where the majority of the police force was fired. I believe it was back in 2002, but I could be wrong. Same thing as the Hopkinton Gestapo are currently doing.
    Town is going to end up with a heck of a lawsuit.

    PS – msheldon22 Are you ever going to learn to spell, put sentences together in a coherent manner and make sense when you write?

Being that involved, clearly Bill has had enough.

    Can this guy get enough of his own ego? Fighting for low taxes as a councilor? Did I miss something?

    I was a victim of the Hopkinton Police too. Just trying to go to work. Got pulled over doing 35 in a 25. Wide open street. What am I going to hit at 7:00 am, a cow? Had to take day off of work to go to kangaroo court. Ruined my driving record and I’m sure I’ll get wacked again because no one can go 25mph on all of these roads. People behind you go beserk. I pay $6500 a year in taxes for absolutely nothing but an occasional bad plow job. Get rid of these corrupt politicians and cops, and let me get to work on time.

    Felkner is a funny guy. Despite getting his ass whooped he just keeps getting back up, just like a punching bag. And he never seems to learn from his mistakes. And he makes a lot of mistakes. Oh well.

    It’s easy to be well credentialled when you invent all your credentials. Look at me, I’m the President of the People-Who-Like-Bill-Felkner’s-Ties Association! What else can I make myself the president of? You know what, I am the President of the RI American Schlolars, not Bill! It’s me, everyone look at me! Look at me, please, please! Look at me! I’m important, not Felkner! Me! Me! Me! (Get my point? See my sarcasm?).

    I’m not sure how he can claim that he is fighting for low taxes. He hasn’t done a damn thing to reign in the municipal budget, he just whines a lot about Chariho. Thompson has done much more to correct some of Chariho’s problems than Felkner.

    He definitely has the biggest ego of any cat-food-salesman I’ve ever seen!

    At least you are only getting bad plow jobs, there are worse kinds of jobs they could be giving you poorly.

    My advice is to pull over when someone starts creeping up behind you when you try to go the speed limit. It’s what I do. That way, the butthead will stop tailgating you and HE’LL be the one that the cops nail.

    But yes, the Hopkinton Police Department needs to be disbanded. We can get the same services with better quality and less cost from the State Police that are station a quarter-mile into Richmond.

    Hey, maybe Felkner should look into getting that to happen? How about it Bill?

    Now boffthis I realize you left Ashaway in 1982 but here you are. So please be polite. We all are very appreciative to have this site and others so as bloggers can express important opinions not attacking each other ,shame on you. Oh yes this isn’t your 1st time coming after me.
    Also the dept has no Captain. It was LT Dan Baruti who sent email,remember how residents paid for his college education. Now he’s an atty also . What a fine thank you to residents slap them in the face with a ticket quota too !
    Scuncio’s after Officer David Whewell whereas he’s suing Scuncio.
    Why didn’t Scuncio use Ben Tickner , reservist/tech he designed police depts web page. Go to it hit on left useful links then click arrow. You will hear tv show 24 Agent Bower’s leading you into an aerial shot into police dept. Imagine what that#?* is that ? Imagine Scuncio/town Council/Mgr allowing this and to boot paid him to do it!
    You know in the Mauti/vs Scuncio lawsuit , well Atty Mark Reynolds represents officers named in suit. Guess who he represented the other day . Ben Tickner [not named in suit] when deposed by Mauti’s Attys John Gyorgy/John Harrigton. You see he hasn’t been on the payroll since 2006 ? But he’s in dept. on 2nd shift in Scuncio’s office. Plus he refused like Lt Gilman to answer many,many questions. Federal Judge will compel them to ANSWER !

    Mary, Thanks for the reply. AND thank you for the coherent sentences. I appreciate your thoughts on these matters, but I have never “Come after” you for anything. I am sorry if you think a disagreement with you is a personal attack on you. I just failed to see what some of your posts had to do with the articles posted by iamishmael (Who, by the way, is a personal hero of mine!). Also, I did not officially leave until 1992. Interesting how you mentioned that.
    I also appreciate this site, because eventually I wish to return to Ashaway (AND when I do, I want to have coffee with you, so if you play nice, I will and will even buy the coffee :) )and keeping up with what is going on always helps.
    But back to the subject at hand. I posted another response at the article above this one. I would appreciate anyone’s response and thought about that.

    As a former resident of Ashaway, I really enjoy this site. But it seems not much has changed (For the better) since I left in 1982.

    Mary, Believe me it is not stalking, and if you took it that way, then I apologize. Also, I do not know what Projo is, unless you mean another entry on this blog page.

    Also, you are correct about me needing to be more polite. I did go back and read some of what I had posted and I am guilty of being quite rude and what I wrote was rude.(Another word comes to mind, but my mother would wash my mouth out with soap if I used it… Matter of fact, if she read what I wrote, she would wash my mouth out with soup.) Regardless of my opinions, I should respect others opinions and not resort to the foolishness you very nicely pointed out. Again, I do offer my sincerest apologizes.

    My complaint was about the way you wrote your sentences and used punctuation. But then again, I should have been much more polite in the way I made the comments, or just kept my mouth shut.

    Mary, believe me, you perform a very valuable service by staying on top of these cases. Imagine if we did not keep track of this stuff and the people in power thought that no one was watching? I do not want to live in that kind of state/country!

    There is another site that has wonderful/Useful information, caught.net, and I encourage you and anyone reading this entry to go there for more information.

    Although I do not agree with everything on that site, just as I do not agree that everything is a conspiracy, I do believe the common person needs outlets like this to get the truth out there for the public to read.
